I think they’re not taking into account PPP. China is very likely spending more on science in PPP terms which is what really matters.
It’s seems like they are though. There graphs are in PPP and they are saying they are using purchasing power adjusted numbers. The US just spends an immense amount of money on research, most of which benefits industry.
