Most of the annoying stuff that Linux users hate about Windows are because Windows has to cater to even the least technologically knowledgeable users.
It is why Windows updates are forced, why so many files are locked behind SYSTEM user and can’t easily be circumvented, why some settings are registry or Group Policy only, why some settings are opt out, …
Without those, their support center would blow up.
So if Linux wants to become mainstream, it will have to cater to those users as well. And Linux will slowly turn into Windows.

Us computer nerds don’t understand that because we live our lives surrounded by computers, but there are plenty of households that don’t even have a computer, let alone one they want to switch to a niche OS.

Almost all commercial software are advertising their manufacturers other stuff. Ever installed a graphics card driver? How many ads does that show for games and software that can run on the card? Steam also pushes sales by pop-up advertisements.
Google has been fined multiple times because they went much further than just advertising their own stuff.
Can you disable ads on an ad platform with a single setting? Didn’t think so.
So no, Windows 11 is not an ad platform, not even close.
